Is PA football on the

How about just football in general? Have you seen some of the mess they put out there on Sunday afternoons?

For PA itself, yes. It's been in decline for a few years now. This year's instate recruiting cycle is the weakest it's been in a while. PSU for example, has only offered 3 instate kids this year, 2 are committed, and the other is a verbal to aTm. Next year's class doesn't look any better, only two instate offers so far, although that class is still only in their junior years. 2021, if judging by the offers, appears to be better than the last two recruiting classes instate.

I just happened on this video of the SJP-Roman PCL Championship game from 2002:

What's amazing is the size of the crowd on the Roman side--at a game they could not have expected to win since SJP had beaten them by five TDs in the regular season game. Roman and SJP are going to be playing in the same place (NEHS) this weekend. The comparison in terms of turnout--on both sides but especially on Roman's,--will be depressing. Also interesting to note how the demographics of both teams have changed in the last 16 years--a lot more white kids / fewer black kids than are on either team today. There's more than one reason for that, but certainly one big one is that the change simply reflects who's playing football today.
