I thought baseline testing was already a normal practice in programs.

Baseline testing doesn't avoid concussions; the outcome of this litigation may be that the financial investments a school would be forced to make to avoid concussions in the first place could jeopardize the future of many programs.

what high schools do not have a physician present at games? no brainer, puts the liability on the Dr.

My point was if they're just discussing baseline as a norm now, they're pretty far behind the curve as far as taking care of concussions.
